10. Khamitov Rustem Zakievich, Republic of Bashkortostan
The tenth place in the ranking table of governors in 2016 is occupied by the governor of Bashkortostan. According to him, the republic is showing steady growth - last year, industrial production grew by 2%, and agriculture - by 1%. Some doubts about the effectiveness of managing Rustem Zakievich under his jurisdiction may be caused by a growing regional budget deficit. The governor himself explains this by saying that Bashkortostan transfers more to the federal budget than it receives.
9. Gordeev Alexey Vasilievich, Voronezh region
It seems that the measure of Gordeev’s effectiveness from the point of view of the experts of the National Rating is that he successfully manages to deal with corruption scandals that regularly occur in the field. As for his managerial talents - even at the end of November he asked for anti-crisis funds to pay off debt to agrarians on investment loans. So, he cares about the people.
8. Kondratiev Veniamin Ivanovich, Krasnodar Territory
Recently appointed to the post of governor, Kondratyev had to confront the opposition of local elites, especially in the matter of raider seizures of land by local workers of the village by large agricultural holdings. The “campaign to Moscow” of the indignant tractor drivers was canceled, and the elite was slowly being squeezed out of their homes.
7. Kadyrov Ramzan Akhmatovich, Chechen Republic

4. Drozdenko Alexander Yuryevich, Leningrad Region
Experts of the National Rating praised the stability in which the Leningrad Region has been staying for many years. United Russia continues to win the election, and the governor has strengthened his position in the political arena. The general good picture is somewhat violated by rumors that Alexander Yurevich will soon have to change his field of activity. However, whether this appointment will take place or not, no one knows.
3. Minnikhanov Rustam Nurgalievich, Republic of Tatarstan
Last year was a busy year for the head of Tatarstan - he was on a visit to the United States (where he told local Tatar women that the Bahetle grocery chain was only for lazy people) and in Cambodia, with which, according to Minnikhanov, it was necessary to establish trade. Also in December 2016, he protested against the reduction of federal subsidies, condemning them in a rather harsh manner.
2. Yakushev Vladimir Vladimirovich, Tyumen region
In second place in the ranking of governors in 2016 is the head of the Tyumen region, who has been in this position since 2005. According to statistics, over the past 11 years, the region’s economy has doubled, and the volume of attracted investments has increased by 1.7 times compared to the last year. The Delphic Games held in Tyumen added to the popularity of the region and the governor.
1. Sobyanin Sergey Semenovich, Moscow
Despite some controversial decisions Sergey made last year (for example, “a night of long buckets” or a summer flood in the city under his jurisdiction), the activities of the Moscow governor were highly rated, which allowed him to occupy the first line in the governor’s chart. Perhaps Sobyanin’s leadership in the ranking of governors for 2016 is also due to the fact that, in the case of cities of federal significance, experts base their assessment mainly on the political situation. And the effectiveness of city management as such is fading into the background. Whether Muscovites agree with this is unknown.
